Graduated from the Construction Faculty of Leningrad Academician V.N. Obraztsov Institute of Railway Transport Engineers (1967) and Academy of Social Sciences (Moscow, 1981). State Councilor of St. Petersburg, 1st class.

After graduation worked in the Design and Research Institute «Lengiprotrans» and in construction organizations of Leningrad Region. From 1969 to 1979 took up a position of trust in Komsomol. Since 1979 — the First Secretary of Kronstadt District Committee of the CPSU.

From 1983 to 1986 — the Secretary of Leningrad Regional Committee of the CPSU. From 1986 to 1988 — the Secretary of the Central Committee of the Communist Party of Uzbekistan (Tashkent). From 1988 to 1990 worked in the Central Committee of the CPSU. From 1990 to 1998 — the Deputy Chief of the October Railway. From 1998 to 2003 — the Deputy Chief of the Office of St. Petersburg Administration. From 2003 to 2009 — the Vice-Governor of St. Petersburg, Head of the Administration of St. Petersburg Governor. Active State Advisor of St. Petersburg, 1st class.

On November 26, 2009 was elected President of Petersburg State Transport University by the Scientific Council of the University.

Awarded the Order of «For Merit to the Fatherland», 4th class; the Order of the Red Banner of Labor; medals; Honorary Railway Worker Badge; badge «For Merit to St. Petersburg»; orders of the Russian Orthodox Church «St. Daniel», 2nd class and «St. Seraphim of Sarov», 3rd class; Commemorative Medal of Betancourt. Honorary citizen of Kronstadt and Pushkin.
