Admission of foreign citizens


Admission of foreign citizens and stateless persons.

(Extracts from the PGUPS Admissions Regulations)

89. Foreign citizens and stateless persons have the right to receive higher education under budgetary appropriations in accordance with the international treaties of the Russian Federation, federal laws or the quota established by the Government of the Russian Federation for the education of foreign citizens and stateless persons, as well as at the expense of individuals and legal entities in accordance with contracts for the provision of paid educational services.

90. Admission within the quota for the education of foreign citizens is carried out according to the assignments of the federal executive body responsible for the development of state policy and legal regulation in the field of higher education. Enrollment within the quota for the education of foreign citizens is valid by a separate PGUPS decree (decrees).

91. Foreign citizens who apply on the basis of international treaties, should provide not only the documents specified in the clause 17 of the Regulations, but also the documents confirming their belonging to the persons stated in the relevant international treaties.

92. Foreign citizens and stateless persons who are compatriots living abroad should provide not only the documents specified in the clause 17 of the Regulations, originals or copies of the documents specified in the section 17 of the Federal Law dated May 24, 1999, № 99-ФЗ «On the state policy of the Russian Federation concerning compatriots abroad». Compatriots are not subject to special rights when enrolling for Bachelor’s and Specialist’s degree programs conducted in accordance with the Federal Law № 273-ФЗ, if an international treaty of the Russian Federation doesn’t state otherwise.

93. When admitting to Bachelor’s and Specialist’s degree programs under contracts for the provision of paid educational services, PGUPS establishes a list of entrance examinations for foreign citizens and stateless persons. If the number of entrance examinations for foreign citizens differs from the number of entrance examinations specified in clauses 37-40 of the Regulations, PGUPS independently allocates the number of places for admission based on the results of entrance examinations for foreign citizens, and holds a separate competition for these places. Foreign citizens and stateless persons can, at their choice, enroll on the basis of results of entrance examinations for foreign citizens, or on the basis of entrance examinations specified in clauses 37-40 of the Regulations. An applicant should state in the enrollment consent which entrance examinations’ results they want to be enrolled based on. When submitting the documents, a foreign citizen or stateless person should, in accordance with paragraph 1 of clause 17 of the Regulations, an original or a copy of a document verifying identity, citizenship, or a document verifying identity of a foreign citizen in the Russian Federation or a stateless person in the Russian Federation in accordance with section 10 of the Federal Law dated July 25, 2002 № 115-ФЗ «On the legal status of foreign citizens in the Russian Federation».

94. The admission of foreign citizens and stateless persons to study in educational programs containing information constituting a state secret is carried out within the quota for the education of foreign citizens in compliance with the requirements established by the legislation of the Russian Federation on state secrets.
